临沂要发展成为“文化名市”，就必须建设完善有效的现代文化传播体系。空中传播与现实现演并重．传统积淀与现代发展共存，精英文化与乡土文化共同繁荣，图书馆、博物馆、科技馆等场所大力发挥传播各种文化的职能；同时立足于临沂、致力于临沂文化传播的现代传媒公司的出现也是大势所趋。在这个体系建设过程中．还应注意本市市民在文化传承中的主体地位，并尊重文化发展本身的规律，避免过于迫切的经济诉求。
