This paper made a comparative analysis of the mechanisms which acted on soil fertility ,advantages and drawbacks of multiple slowreleasing materials and water-saving irrigation techniques, taking the residence time of chemical fertilizer and moisture in soil tillage control volume as the clue. Some preliminary recommendations with respect to utilizing moisture conservation material and irrigation techniques efficiently to improve the fertility of the degraded agricultural land in China were also presented.
