在新形势下,高职高专院校学生的信访具有信访发生的周期性、信访主体的代表性、信访对象的复杂性、信访内容的广泛性、信访问题的侵权性等特点,这些特点主要是由办学利益关系的复杂化、教育改革配套措施缺失、学校内涵建设的相对滞后、学生维权意识的增强等所致。所以,必须加大教育投入,不断完善学校办学条件;必须深化配套改革,不断完善利益调节机制;必须转变思想观念,切实加强学校的学生信访工作。

Under the new situation,the vocational college students＇ letters and visits have the characteristics,such as happening periodically,representativeness of the subject,complexity of the object,universality of the content,infringement of the issue,which are mainly caused by the complex of school-running benefit relations,the loss of measures to support education reform,lagging behind of school connotations construction,and reinforcements of students＇ rights consciousness.So it must be made to enhance the education input,continuously perfect school running conditions,deepen the related reforms,constantly improve the benefits adjustment mechanism,and change ideas to strengthen the work related to students＇ letters and visits.
