On the basis of introducing the development status and situations faced by steel industry and national structure adjustment policy guidance of steel industry, some technic key points of assessment and assessment difficulties in steel industry environmental impact assessment （EIA） were analyzed. Due to the changes of steel industry policy, the main technic key points of assessment and assessment difficulties in steel industry EIA was the correspondence of steel industry and national policy.
