在“科教兴国、教育优先”等战略思想指导下，高等学校承担的科研项目和筹措的科研经费均呈大幅增长的趋势，科研经费已成为高等学校的重要资金来源之一，但其管理中存在的问题也日益突出。在深入调查高校科研经费管理中存在问题的基础上，对其生成的原因进行了探析，并就加强高校科研经费管理提出了若干对策与建议。

Under the strategic guidance of ＂revitalizing the nation through science and education＂ and ＂giving top priority to education＂ ,both the scientific research projects and funds undertaken by colleges and universities have increased significantly. Scientific research funds have become one of the important capital sources for colleges and universities ,while the problems in the management are also increasingly serious. The author explores the reasons and causes through investigating into the management of research funds in colleges and universities and offers some suggestions and on strengthening the scientific research funds management .
