随着经济全球化的推进和矿产资源的全球配置,矿业并购浪潮早已在全球范围内广泛掀起,但国内矿业参与全球矿产资源配置竞争的步伐和力度却非常有限。要提升我国矿业实力,为未来经济发展建立资源安全保障,就必须借改革之机,做强做大我国地勘单位,组建大型矿业公司。我国地勘单位的改革思路:(1)从战略层面上重视地勘单位改革,加强对地勘单位改革的顶层设计,转变观念,为改革的全面推进做好谋划;(2)分期分批推进地勘单位改革,国家要引导和推动行业内整合来打造大型国际矿业公司,提高行业集中度;(3)地勘单位改革要积极引入产业关联度高、互补性强的战略合作伙伴,构建多元化股权结构,为做大做强提供支撑。

With the advancement of economic globalization and the global exploration of mineral resource, mining acquisitions has been widely set off on a global scale. However, participation in the global allocation of mineral resources of domestic mining industry is very limited. This paper suggests that we must take the opportunity of reform to make our geological prospecting units stronger and more competitive. The specific reform ideas that this paper offered:in order to make a plan for all-round advance of reform, we must attach great importance to the reform of geological exploration units from the strategic level, strengthen the top-level design, and change perception. Geological exploration units should be promoted by stages and in groups. Consolidation in the industry must be guided and pushed by national government to build large international mining companies, thus enhancing the profession concentration degree. On this basisi, the geological prospecting units should introduce the strategic partner who has high degree of industrial mutual relation and strong complementarity, and build a diversified ownership structure.
