高校二级教代会作为＂四项职权＂的基层权能主体,要保证＂评议监督权＂的有效落实,力求实现权利效能的最大化,必须全方位加强权能建设：突破顾虑心理,不折不扣地开展民主评议院系领导干部;突破简单思维,对评议内容作出具有＂画像＂功能的具体设计;突破习惯做法,科学设置评议程序,准确把控评议重点;突破低效运行,使＂评议结果＂成为考核、评价、录用干部的重要依据。

As the fundamental main body of the ＂four authorities＂,the secondary teachers union in colleges and universities should strengthen its authority construction in order to ensure the fulfillment of appraisal superintendence and maximize the efficiency of power management.Measures should be taken,such as breaking through psychological apprehension to carry out the appraisal on deans and cadres,breaking through the simple thinking to picture the content of the appraisal,breaking through the traditional methods to scientifically set up the procedures and control the keys in appraisal,breaking through low efficiency to put into use the appraisal results in assessing,evaluating and employing deans and cadres.
