城市社区已成为社会运作的基本单元。社区保障是构建广覆盖、多元化社会保障制度的重要组成部分，在维护社会稳定方面．发挥政府、市场以及任何其他组织都难以替代的作用。目前．城市社区社会保障水平较低。医疗保障难显公平，养老保障面临挑战。失业保障救济功能不足．应通过加强实施社区化救助，完善社区化养老保障服务体系．开展社区就业服务等方式完善社会保障法律体系。

City community has become the basic unit of the social function. As an important part of the wide, diversified social security system, community support plays an essential role of keeping the social stability, which is hard to be replaced by the government, the market or any other organization. From the present status of the social security system in China, this paper proposes the ways of improving the legal system of the social security system so as to keep the basic rights of vulnerable groups in city through the establishment of the society security system in community.
