针对大规模风电接入电网给电网安全运行带来的新问题和新挑战,在分析中国风电发展特点的基础上,结合欧美等国家的经验,从系统调节能力、电网输电能力、风电技术性能、风电调度运行水平等角度论述了影响风电消纳的关键因素。并根据中国特点,从加强调峰电源和跨区电网建设、突破风电并网运行关键技术、建立完善风电发展的配套政策措施等角度,提出了促进中国风电消纳的应对措施。

Bulk scale wind power integration into the grid will breed new problems and challenges to power system operation and security.Based on the analysis of the wind power developmental characteristics in China and the experience of western countries,the paper summarizes the key factors which impact on wind power integration,including system regulation capability,transmission capability,technical performance of wind power,wind power dispatch levels,etc.Then some measures are proposed to improve wind power integration in China,such as reinforcement of peaking power and grid construction,breakthrough in key technologies of wind power integration and operation,and improvement of supporting policies and measures for wind power development.
