"市场换技术"是我国外向型经济发展过程中实施的一项重要政策,对该政策的实施效果一直存在较大分歧.从行业技术进步和自主创新能力两个视角构建了"市场换技术"政策实施效果评价模型,并以装备制造业1997-2006年数据为样本进行了实证研究,得到如下结论:"市场换技术"政策增加了外商市场占有率,并带动了行业技术进步,但却抑制了本土装备制造企业自主创新能力的提升,说明"市场换技术"政策的实施效果并不理想.

c The policy of"Market for Technology"is vital important in the process of developing an exportoriented economy in China.However,there are great divergences on the effectiveness of the policy.In this paper,we establish the models to assess the policy from two different perspectives:technological progress of equipment manufacturing industry and independent innovation ability of the local enterprises.And then an empirical study has been conducted based on the data from 1997 to 2006.The main conclusions are as follows:by conducting the policy of"market for technology",the market share of foreign goods is increasing,the technological progress of the equipment manufacturing industry is promoted,but the independent innovation ability of the local equipment manufacturing enterprises has been hindered,which means the effectiveness of the policy is not ideal.
