自市场化改革以来,中国经济在获得快速增长的同时也付出了惨重的资源和环境代价。若要维持经济的可持续发展,需要对节能减排颁布实施对应的政府政策,特别是建立节能减排的政府规制长效机制。但目前尚未形成此长效机制,这是导致能源与环境问题不能得到很好解决的根源。因此,本文选择山东省作为典型地区进行节能减排的政府规制政策长效机制构建,首先探讨了进行节能减排规制的必要性;在此基础上借鉴国外节能减排规制实践经验,挖掘山东省节能减排规制取得的成绩与存在的问题;最终构建山东省节能减排规制的长效机制。

Since the market-oriented reforms,China’s access to rapid economic growth has been at the expense of resources and the environment.To maintain the sustainable development of economy,the government need to imply the corresponding policies on energy saving and emission reduction,especially the establishment of the long-term government regulation mechanism.However,this mechanism has not yet been established,which leads to the energy and environmental problems.Thus,this article chooses Shandong Province as the typical area to establish the long-term government regulation mechanism of energy saving and emission reduction.First,this article investigates the necessity of government regulations on energy saving and emission reduction.Based on the necessity mentioned above,we draw lessons from the foreign experience of energy saving and emission reduction regulations.Then,energy-saving and emission reduction regulation's achievements and existing problems in Shandong province are demonstrated.Finally,we construct the long-term government regulation mechanism of energy saving and emission reduction in Shandong Province.
