我国的非营利性体育组织刚开始发展，其管理不够规范，但非营利性体育组织是发展人民体育事业的一支非常重要的社会力量，是我国体育公共服务体系建立当中的重要一环，为保证非营利性体育组织的五犬特性及提供公益性服务的功能，需要一种监督管理的约束机制对其进行有效地控制。从非营利性体育组织评估的必要性与可行性入手，分析目前中西有关非营利性组织评估研究的现状，结合非营利性体育组织的特征和功能，从理论上分析非营利性体育组织的评估模式、评估主体和评估内容。研究提出政府的行政评估、第三方评估机构的评估以及以业务主管部门为主的联合评估三种可行的非营利性体育组织评估模式。相对应的评估主体分别是业务主管部门和媒体、专门为非营利性体育组织建立的评估主体以及非营利性体育组织所涉及到的每一个部门，其评估内容包括组织机构与管理、组织的资源条件以及组织的工作绩效三个方面。

Our country＇s non-beneficial sports organization just started to develop, its management insufficient standard, but the non-beneficial sports organization develops a people sport cause＇s very important social strength, is middle our country sports collective services system establishment important link, to guarantee that the non-beneficial sports organization＇s five big characteristics and provide the public welfare service the function, needs one kind of management by supervision the restraint mechanism to carry on the effective control to it. The necessity which and the feasibility appraises from the non-beneficial sports organization obtain, the analysis present China and the West related non-beneficial organization appraises the research the present situation, unifies the non-beneficial sports organization＇s characteristic and the function, theoretically analyzes the non-beneficial sports organization＇s appraisal pattern, the appraisal main body and the appraisal content. The research proposed that government＇s administrative appraisal, the third party appraisal organization＇s appraisal as well as appraises three kind of feasible non-beneficial sports organizations by the service Department responsible for the work union primarily to appraise the pattern. Corresponds each department which for the non-beneficial sports organization the appraisal main body respectively is the service Department responsible for the work and the media, specially establishes the appraisal main body which as well as the non- beneficial sports organization involves, its appraisal content including organizations and agencies and management, organization＇s resources condition as well as organization＇s work achievements three aspects.
