结合攀枝花市消防工作特点和现有系统基础,重点讨论了消防业务数据库建设,以及消防应急指挥系统的功能设计和实现。系统整合利用城市基础地理信息平台和消防专题数据库,搭建了消防业务综合数据库。基于Visual Studio 2005与ArcGIS 9.1实现了3层结构的系统平台,并运行于公安网之上。系统分为C/S系统和B/S系统两个并列工作部分,其中C/S系统包括系统管理和维护子系统、接警和调度指挥子系统;B/S系统包含地图Web发布子系统。根据投入实际运行检验,系统目前已基本满足消防支队的接警和出警指挥需要。

In this paper,the fire prevention service database construction,and fire emergency responding command system function design and implementation were studied based on the characteristics of fire prevention and the existing information system infrastructure in Panzhihua.Using of urban infrastructure geographic information platform and fire prevention thematic information database,a fire prevention service comprehensive database was built.The platform of a three-layers architecture was developed with Visual Studio 2005 and ArcGIS 9.1 and it run on the public security networks.The system was divided into two parallel work parts that C/S system and B/S system.The C/S system,including system management and maintenance of subsystems,as well as alarm processing and dispatch and command subsystem;the B/S system consists of subsystems of map web publishing.The system is now basically meet fire emergency responding command needs in Panzhihua by practical test.
