It is an arduous and historical task concerning the strategic plan of completely constructing well -to-do society to speed up rural reformation and development in poverty stricken regions. Taking mid Gansu as example and on the basis of analysis, this paper points out the bottle-neck problems that limited rural development of this region; puts forward land system etc. 6 favorable counter-measures to solve these problems and to speed up the development of this poverty stricken region.
