Engineering bidding by consortium belongs to undetermined cooperative game, since the cooperative environment has great nondeterminacy, and the experience of decision makers has certain fuzziness. There is universality for making use of obscure Bernardo decision theory, considering the credibility measure of fuzzy event, and turning the cooperative game of consortium into the planning of obscure chance constraint. Such decision making method could be self-adaption adjustment on cooperative game decision making of consortium in line with the different target of consortium.
