Soft-switching technology is used for the intercommunication between different networks, equipment and technologies. It is the foremost technology in the evolution from traditional telecom network to Next Generation Network(NGN). This thesis analyses key techniques and characteristics of soft-switching network, describes network architecture and system composition of the soft-switching system of the Ministry, expounds the application of multimedia service and value added service of the system, finally analyses its application prospects and development direction. The thesis also expounds application of multimedia soft-switching system and six value added services by the Ministry of Water Resources. Along with the technical development and change of requirements, soft-switching system by the Ministry can make sustainable upgrading, and offer more value added services through business platform, with a good prospect of wide application.
