现代金融危机常与经济高涨和发达的金融业相伴随,这是由金融危机的本质属性来决定的。次贷危机是美国政治经济发展的必然产物,有限的政府对金融危机的防治也是有限的,不仅因为民众的个人选择是自由的,更重要的是作为一个＂藏富于民＂的民主国家,民众个人选择与代理制公共选择总是在博弈中形成政府的官僚决策,他们都会警惕政府对市场的过度作为可能造成的＂道德逆选择＂,政府总是一方面预留金融创新空间,另一方面小心翼翼地弥补市场的缺陷,非常理性地修复次贷危机带来的经济创伤。

Subprime crisis usually accompanies economic booming and prosperous financial industry. It is determined by nature character of financial crisis. Subprime crisis results from economic and political development of America. Restricted government has limited prevention and governance to financial crisis,since people are free to make individual choice. Moreover,as a democratic country which takes ＂wealthy people＂ as its principle,individual choice and agency-system public choice form bureaucratic decision of government,meanwhile. They watch out for ＂moral adverse choice＂ caused by overact of government to market. On one hand,government leaves financial innovative space in advance,on the other hand,it carefully compensates for market flaws as well as cure economic damage caused by subprime crisis.
