Considering characters and requirements of the Cluster Surveillance and Control System, the networktopology structure of the system is presented and the hiberarchy model of QoS management is studied. Based on theCORBA technology, an effective resources management and quality guarantee system is completed. It is used formanaging resources in each point of the system and ensuring the quality of services.
