介绍了使用DELPHI开发计费系统和设计思路和实现方法，根据CERNET 的收费策略，在校园网设计时，大都采用代理服务器的方式。我们采用了MS Proxy Server 2.0 作为代理服务器，每个用户到网络中心开户后，就可以在校内任一台电脑上用自己的帐号上网。为开发适合于校园网或其它中小型TCP/IP网络计费与用户管理系统提供参考。

The design and implementation of a web-based accounting and user management system of campus network using DELPHI are introduced. In designing most campus networks,according to the Policy of CERNET , mode of Proxy Server is adopted to economize the flux and the band　with of the network.We adopt MS Proxy Server 2.0 to act as Proxy Server. After User opened an account at network center, he can use each of the computers in Institute to go to network.This paper brings a reference for this design and implementation of accounting and user management system of the campus network or other middle and small-scale network based on TCP/IP.
