以编制区域循环经济发展规划为主线，概述了我国循环经济发展的总体趋势和资源型城市经济转型试点的接续产业发展规划；探索性地提出制定循环经济产业基地集聚区建设规划的工作思路；强调发挥政府规划和投融资政策的引导作用，以及建立产业政策体系和激励机制的必要性。
이편제구역순배경제발전규화위주선，개술료아국순배경제발전적총체추세화자원형성시경제전형시점적접속산업발전규화；탐색성지제출제정순배경제산업기지집취구건설규화적공작사로；강조발휘정부규화화투융자정책적인도작용，이급건립산업정책체계화격려궤제적필요성。
Taking a clue of drawing up the regional circular economy development planning, the paper introduced the general trend of circular economy development in China and the alternative industry planning in transforming resourcebased cities. The paper also put forward the planningmaking ideas to build agglomeration zone of circular economy industrial bases. It was stressed the guidance of government planning and financial policies, as well as the significance of industrial policy system and incentive mechanism.
