在低碳社会的构建中,政策是政府最直接、最有效的方式。＂限塑令＂作为我国已出台的涉及范围最广、目标群体人数最多、实施时间最长的环境类公共政策,具有重要的代表性。深入研究＂限塑令＂的实施情况后发现,制约＂限塑令＂执行的关键因素在于政府的角色定位。因此,转变政府职能,促进政策有效实施,是我国实施低碳政策的必然出路。

In low-carbon society construction,the policy is the most direct and effective way of the government.As an environmental public policy introduced by Chinese government,which has the widest scope,the largest number of target groups and the longest time of implement,＂plastic limit＂ is the most important representative one.With an intensive study,it carries out that the key factor which confines ＂plastic limit＂ is the government positioning.Therefore,the only way of low carbon system is to change the role of government and promote the efficiency of the policy.
