Modified MnO2 was prepared by solid phase reaction. The sampleshowed good electrochemical properties. The structural aspects were studied with extended X-ray absorption fine structure and XPS. The results indicate that doped Bi and Pb enter the lattice of MnO2 rather than a physical mixture. The coordination number of the first shell of the Mn atom decreases. The EXAFS resules show that the disorder of Mn atoms in modified MnO2 largely increases in higher shell compared with that of non-modified MnO2.
