随着高等教育改革的不断深入，高校文化传承创新与教育质量已成为业界关注的热点。从高校的外显、高校的内涵、高校的俗解3个方面阐释了对高等学校的认识；认为高等学校人才培养应包含培养学生和培养师资的二维目标，而一个好的人才，首先要有好的人生观、世界观、是非观，要有信仰和道德底线，第二要有智慧；高校通过把好招聘人才的门槛、注重培养过程、注重学习、注重文化氛围建设等措施来培养高质量的人才；最后通过球体上下坡的比喻解读教学、科研工作的运行规律。

With the deepening of reform in higher education, innovation of cultural heritage and ed- ucational quality in universities have gradually become the hot spots in the society. This paper firstly illustrates the understanding of university from the exteriority, the connotation and the general interpretation; secondly this paper points out that talent cultivation in universities includes cultivation of both students and teaching staffs, a qualified talent should possess characteristics including good philosophy on life and world, belief, bottom line of sense of right and wrong and ethics, and the wisdom. Cultivation of talents in universities should focus on learning, construction of cultural atmosphere, criteria of talent recruitment, process of cultivation. Finally this paper interprets the trends of teaching and scientific research as ball moving up or down.
