充足的水资源是工农业生产顺利进行和人民幸福生活的根本保证,农村水利基础设施供给不足将直接影响到广大农民的切身利益。以2010年初广西河池地区干旱为例,通过供给模式、公平与效率模式、经济学等多维视角分析农村水利基础设施供给不足的主要原因,采取坚持以农民需求为中心,加强干旱、洪涝灾害预警防控体系建设,拓宽基层政府筹资渠道,加大农村水利水电产权制度改革,加强资金监管力度等一系列措施,以最大限度解决农民生产生活中最迫切的实际问题。

An adequate amount of water is the fundamental guarantee for the smooth development of agriculture and industry and people＇s happy life.The insufficient supply of rural water infrastructure will have a direct impact on the interests of the farmers.Taking the drought in Hechi, Guangxi in early 2010as an example, this article analyses the major reasons for the insufficient rural water infrastructure supplies from multidimensional perspective such as the supplying mode, the justice and efficiency mode and the economic mode.In addition, It proposes focusing on the needs of farmers, strengthening the floods and droughts warning security system construction, broadening the financing channels of local governments, deepening the reform of rural water resources property rights system, and strengthening the supervision of funds to solve the most pressing and practical problem in the farmer＇s life.
