农地承包经营权抵押在实践中有必要性,在学理上有可行性,虽然可能导致诸如土地兼并、农民失地等问题从而影响社会稳定与国家粮食安全,但是恰当的制度设计可以对这些潜在风险进行较好的防范与化解,而承包经营权的物权化改革方向最终是否会导向私有化,才是承包经营权抵押问题之所以存在诸多争议的主要原因。

The mortgage of the right of rural land contracted management has its own necessities in practice and feasibilities in theories.There might be some problems like the acquisition of land or the loss of land etc.which will affect the social stability and the countrys grain safety,but some proper institutional designs can take the precautions against and reduce the potential risks.Whether the reform of changing the right of rural land contracted management into property right will causs the privatization or not is the major point which causes lots of discussion on the mortgage of rural land contracted management right.
