农地承包经营权抵押在实践中有必要性,在学理上有可行性,虽然可能导致诸如土地兼并、农民失地等问题从而影响社会稳定与国家粮食安全,但是恰当的制度设计可以对这些潜在风险进行较好的防范与化解,而承包经营权的物权化改革方向最终是否会导向私有化,才是承包经营权抵押问题之所以存在诸多争议的主要原因。
