基于应急预案由描述性语言组成的特点,根据预案复杂性评价原理,采用B/S(浏览器/服务器)架构,设计开发了应急预案的可操作性评价系统.系统以PHP+APACH+MySQL作为开发工具,通过需求分析、概念、逻辑和物理设计,编程实现了在人机交互的友好界面上对应急预案进行快速检索、查看、评审、添加、修改、删除等操作,通过对待评价应急预案的执行任务进行具体分解并评价各基本子任务的复杂性和各基本子任务间的组合复杂性,量化地给出待评价应急预案的复杂度及提高其可操作性需要加强和完善的方面,为专家评价及改善应急预案提供了在线软件系统支持.

Based on characteristics of the description language in the emergency plan, this paper designs an emergency response plan complexity evaluation system with the evaluation methodology for the plan's maneuver-ability. By using the B/S construction and with PHP, APACHE and MySQL, the complexity evaluation system has been realized through working on system requirements analysis and on its conceptual, logical and physical design. The system provides a human-computer interaction interface where quick searching, viewing, judging, adding, amending and deleteing can be done. It supports the experts to improve the emergency plan by decomposing the plan's mission, analyzing the basic sub-task's complexity and achieving the quantification of the plan's complexity.
