建设学习型党组织是建设中国特色高等教育的必然要求，是履行和实现高校历史责任的必然要求。学习型党组织不是“学习”和“党组织”的简单叠加。而是二者有机融合而成的一种质的飞跃。在高校建设学习型党组织，对于和谐校园建设、促进党员的全面发展、加强党组织建设、推动高等教育事业发展等具有不可替代的重要作用。加强高校学习型党组织建设，必须加强宣传、完善制度、优化载体、注重实践，使认识、措施、保障和落实等到位，把学〉-7的成果转化为学校发展的动力。

It is naturally required to construct the learning Party organization in the Chinese-featured high education construction and in realizing its historic responsibility. The learning Party organization does not merely refer to the simple meaning of learning and the Party organization, but mean the qualitative leap after the integration of the two parts. It is irreplaceable to construct the learning Party organization in constructing the harmonious campus, wholly promoting the Party members＇ quality, enhancing the Party building and advancing the high education career. In constructing the learning Party organization, it is necessary to strengthen propaganda, perfect institution, optimize carrier, highlight practice and put recognition, measures and guarantee in place so as to transform the learning achievements into the impetus for the university development.
