我国水资源相对短缺，京津华北严重缺水，“南水北调”工程在水量、水质方面依然存在不足之处，不能根本解决该地区资源性缺水问题。而江西大量拥有的、花大力气保护的优质淡水资源，白自流入长江。为此，本文提出了以管道、用电力、年输水150亿m^2的鄱阳湖水济京津的战略，同时简介了工程布置、线路、效益及影响等问题。

China is relatively short of water resources, and some areas, such as Beijing, Tianjin, and north China, are facing serious shortage of water resources. Although the Chinese government started South-to-North Water Transfer Scheme,it is a pity that the scheme does not eradicate water resource scarcity in the regional scales, because of the deficiencies in water quality and quantity. Jiangxi is abound of high quality freshwater re- sources after the Jiangxi people spend huge of energy and costs in protecting it. The clean freshwater in Jiangxi flows into Yangtzi River without any repayment, which contributes to maintain water environment of Yangtzi River. The paper provides a strategy in which Jiangxi will supply Beijing and Tianjin 15 billion cubic meters of fresh- water every year via Pre-stressed Cylinder Concrete Pipe （PCCP） with power supply. The layout, hnes, benefits, and effects of the scheme are also briefly introduced in the paper.
