在城市化背景下,丰富集体土地物权的内涵和外延,将农地纳入银行贷款抵押物范围,符合国家支持农村改革和"三农"金融的政策指向,并有利于促进商业银行转变传统的担保风险管理观念,提升金融竞争水准。针对农地抵押风险,应引入反担保机制及建立涉农产权交易平台。

To enrich the denotation and connotation of collective land property rights under urbanization,it is necessary to include farming land into the category of bank loans mortgage.It is assumed that such a practice is consistent with the state policy of supporting rural reform and the state financial policy concerning farmers,the countryside and farming and that it will contribute to the banks' change of conventional risk guarantee management concepts for competitive edge.Accordingly,it is argued that anti-guarantee mechanism should be ushered in and that a platform concerning the farmers' proprietorship transaction set up.
