我国政府一直致力于对住房问题的宏观调控,但长期以来收效并不明显。公民住宅土地使用权制度脱胎于我国农村的宅基地制度,只要提供相应的住房用地分配政策,就能够从根本上解决住房问题,无需国家任何的资金投入,也能够杜绝垄断,平抑房价,打击投机行为。而实际上,中国广大农村的长期经验也已经证明了这一点。
