招投标管理如何适应发展需要，保证公开、公平、公正，确保建设项目的质量、安全、造价等目标顺利实施，是招投标监管部门的重要责任．针对宁夏房屋建筑和市政工程招投标工作的现状以及近年来规范招投标活动所采取的主要措施，分析了当前招投标工作存在的突出问题，提出了加强招投标监管的具体对策，具有较强的针对性、适用性和操作性．

초투표관리여하괄응발전수요，보증공개、공평、공정，학보건설항목적질량、안전、조개등목표순리실시，시초투표감관부문적중요책임．침대저하방옥건축화시정공정초투표공작적현상이급근년래규범초투표활동소채취적주요조시，분석료당전초투표공작존재적돌출문제，제출료가강초투표감관적구체대책，구유교강적침대성、괄용성화조작성．
It is prior responsibility for the Supervision Board of Bidding to meet the need of development,ensure publicity,fairness and justness and the successful implement of the project’s quality,safety and cost.In view of the current situation of the housing construction and the invitation and submission of tender of public works in Ningxia and some major measures adopted in regulating the invitation and submission of tender in recent years,this article firstly analyzes the prominent existing problems,then puts forward specific measures to enhance the supervision of invitation and submission of tender,which are pertinent,applicable and easy to operate.
