在研究放射源安全管理现状的基础上,对现有体制进行了充分的研究,结合实践中遇到的焦点和难点问题,以提高管理效率为目标,着眼于制度创新,针对使用单位、监督管理部门分别进行了制度构建,对黑龙江省移动放射源,低活度放射源的管理进行了管理实践探讨,为黑龙江省放射源管理实践提供了较好的理论和实践的探索。
在研究放射源安全管理現狀的基礎上,對現有體製進行瞭充分的研究,結閤實踐中遇到的焦點和難點問題,以提高管理效率為目標,著眼于製度創新,針對使用單位、鑑督管理部門分彆進行瞭製度構建,對黑龍江省移動放射源,低活度放射源的管理進行瞭管理實踐探討,為黑龍江省放射源管理實踐提供瞭較好的理論和實踐的探索。
재연구방사원안전관리현상적기출상,대현유체제진행료충분적연구,결합실천중우도적초점화난점문제,이제고관리효솔위목표,착안우제도창신,침대사용단위、감독관리부문분별진행료제도구건,대흑룡강성이동방사원,저활도방사원적관리진행료관리실천탐토,위흑룡강성방사원관리실천제공료교호적이론화실천적탐색。
Based on the present safety management of radioactive sources,this paper fully studied the basis of the existing systems.With focus to problems and difficulties encountered in practice and aims of promoting the management efficiency,the management systems were constructed focusing on institutional innovation and the needs of application departments as well as supervision and management departments.The management of mobile source and low activity radioactive sources were researched in order to provide theoretical and practical basis for the management of radioactive sources in Heilongjiang Province.
