人民代表大会制度是我国的根本政治制度，地方人大是国家权力机关。有效发挥其作用是宪法的要求，也是构建法制国家的基础。地方人大在工作中存在一些不到位的地方，其原因是多方面的。进一步完善地方人大的J一作，应该更关注权力制约机制和执政党的科学执政。同时强化人大委员的职责，在全社会加强民主意识的宣传普及。

The system of people＇s congress is the basic political system in China, and the local congress is one of organs of state power. Exerting its function effectively is the requirement of national constitution as well as the basics of constructing a nation of laws. There exist some deficiencies in the work of local people＇ s congress, and the reasons are legion, To further the perfection of the work of local people＇ s congress, we should care more about the restrictive mechanisms of power and the scientific administration of the ruling party; meanwhile, we should intensify the role of committee of people＇ s congress and popularize the publicity of democratic awareness.
