绩效评估是现代政府管理的前沿课题,公共服务评估是绩效评估技术在公共服务领域的应用。公共服务评估与政府绩效评估既有联系也有区别。认真思考并科学构建具有中国特色的公共服务绩效评估体系,以正确的政绩观为导向,对政府实施绩效管理,是建立服务性政府的现实需要。

Performance appraisal is an one-up topic in modern government management. Evaluation of public service is applica- tion of the performance evaluation in the public service field. There are both connections and differences between evaluation of public service and government performance evaluation. Thinking carefully and structuring scientifically public service perform- ance evaluation system with Chinese characteristics , meantime implementing government performance management oriented with correct political achievement concept, is the practical needs to establish service government.
