伴随着改革开放进程而蓬勃发展起来的社会组织,已成为党的基层组织新的依托,其党建工作是基层党建的有机组成部分,是党的建设研究的新领域。提高社会组织党的建设科学化水平,对于深入贯彻落实科学发展观,扩大党的执政资源,夯实党的执政基础,协助党调控社会,推进党内民主建设,促进社会和谐发展具有十分重要的现实意义。当前社会组织党的建设取得长足发展,但也存在部分人对社会组织党建工作重要性认识不足,党组织覆盖面不广,党建工作责任制落实不到位,党员教育培训管理不到位,党组织战斗堡垒不强和党员先锋模范作用不明显等问题。应当按照党的十七届四中全会提出的新要求,遵循社会组织党建工作客观规律,切实解决这些问题。沿着明确的实践路径,以科学理论为指导,健全组织形式为基础,开展丰富的活动为载体,完善的工作机制为保障,促进社会组织健康有序发展为目的,改革工作思维,创新工作方法,不断推动社会组织党建工作向科学化方向迈进。

Social organizations are new social forms flourishing with the development of Reform and Opening-up Policy.As the support of the Party＇s primary organization forms,the building of their CPC Party work is not only an organic part of the Party but also a new research area of the CPC Party building.To improve the scientific level of social organization＇s CPC Party building has practical importance in the aspects of enlarging the Party＇s ruling resources,consolidating the foundation of Party＇s ruling position,promoting the democratic construction of the Party and facilitate the harmonious society construction.Though the social organization＇s Party building has made progress at present,there still are lots of problems such as the Party＇s coverage surface is not in place,the responsibility is not assumed and the Party members＇ management and training are not in place.We should face and solve the problems in accordance with the new requirement of the Fourth Plenary Session of the Seventeenth Central Committee.Abiding by social organizations＇ Party building objective laws,we should continuously promote the social organizations＇ CPC Party building in a scientific way via improving the Party＇s organization,holding various activities,completing the actuating mechanism and using scientific ways.
