This paper introduced the general situation of Chinese water pollution incidents,summed up the characteristics of emergency monitoring, put forward the basic requirement for contingency monitoring,analyzed the contingency monitoring of water quality and hydrology,advanced the principle of monitoring spots selections,frequency settings and item selections, and analyzed the time limit of contingency monitoring.
