以问题为中心，以案例为载体的“国培计划”，通过对培训机制创新，采取对骨干教师集中培训、脱产研修及大规模教师远程培训相结合方式，其中以网络远程培训为主体形式、采用远程开放教育模式是保持“国培计划”长期性、有效性的最佳路径。

이문제위중심，이안례위재체적“국배계화”，통과대배훈궤제창신，채취대골간교사집중배훈、탈산연수급대규모교사원정배훈상결합방식，기중이망락원정배훈위주체형식、채용원정개방교육모식시보지“국배계화”장기성、유효성적최가로경。
＂ National training program for primary and secondary school teachers＂, which is problem -centered and using case -study, takes innovative training mechanism. This program also provides full -time training for the backbone of teachers and makes focused training and large - scale remote training for teachers. Among these paths, network remote training is the best way to maintain the permanence and effectives of this ＂national training program＂.
