随着教育部“校校通”工程的实施，各地中小学都在努力推进教育信息化的进程。在网络建设中，网络是基础，资源是核心．教学资源库已经成为校园信息环境的重心，成为网络教学和网络学习环境的根基。本文以德化一中教育资源库的建设为例，论述了一个教学资源库系统建设的方案构想和初步的系统设计。

With the ministry of education, ＂School Link＂ project implementation, local schools are working hard to promote information technology in education process.In network construction, network-based resources is the core. Teaching Resource Library has become the focus ofthn campus information environment, a network of teaching and learning environment for the foundation. This virtue of a library of educational resources in the building, for example, discusses the construction of a teaching resource library system＇s initial program concept and system design.
