蒙古语是蒙古族人民的母语(第一语言),是传承蒙古族文化传统的重要载体,应该受到重视和保护。尽管国家和地方对于蒙古语的保护力度较大,但蒙古语保护仍然面临一些问题,如:蒙古语教学条件欠佳、蒙古语教育体系不健全、在使用过程中,蒙古语缺少广泛社会语言环境、三语教学对蒙古语的冲击等。基于对内蒙古自治区包头市蒙古语教学的实地调研及对相关文献和当地政府文件的梳理,就包头市蒙古语保护基本现状提出了相应改进对策,即改善蒙古语教学条件,完善蒙古语教学体系,营造更广泛的蒙古语使用社会环境,借鉴国外相关教学理论并优化三语教学模式,从而构建一个健全、完整的蒙古语保护体系。

Mongolian is the mother tongue(or the first language) of the Mongolian people.As an important conveyor of the tradition of Mongolian culture,this language deserves more attention and protection.Yet,there are still some problems in protecting Mongolian,although both the state and local government have formulated some protective policies.Among these problems are:(i) educational facilities are in poor condition;(ii) the system of Mongolian education has some shortcomings;(iii) Mongolian learners lack the language environment in local area;and(iv) the language is under the impact of the trilingual education.On the foundation of the data collected through detailed survey and research on Mongolian education in Baotou,Inner Mongolia,and of the information gleaned from the documents of local government,this article puts forward a package of proposals to improve the protection of Mongolian language in Baotou.These proposals are as follows:(i) to better the educational facilities;(ii) to perfect the policies of Mongolian education;(iii) to expand the scope of language environment of Mongolian;(iv) to optimize the trilingual education model by reference to the teaching theories of the other countries;and(v) to establish a sound and complete protection system of Mongolian.This article might also contribute to the research on protection of languages of the minorities in multi-ethnic regions.
