在对塔里木河“四源一干”及流域大型灌区存在主要问题分析的基础上，探讨了大型灌区续建配套与节水改造，对工业及城镇生活需水增长、灌溉及周边生态环境用水、流域综合治理和社会经济可持续发展的作用，深入阐明大型灌区续建配套与节水改造对区域水资源合理配置生态及环境发展的重大意义。
在對塔裏木河“四源一榦”及流域大型灌區存在主要問題分析的基礎上，探討瞭大型灌區續建配套與節水改造，對工業及城鎮生活需水增長、灌溉及週邊生態環境用水、流域綜閤治理和社會經濟可持續髮展的作用，深入闡明大型灌區續建配套與節水改造對區域水資源閤理配置生態及環境髮展的重大意義。

On the basis of analyzing main problems existing in the TalimuRiver basin, four water sources and one main channel, and in the large-sized irrigation districts in the basin; the effects of corollary reconstruction and water saving reform of large-sized irrigation districts upon the increase of industrial and urban living water demand, water use for irrigation and ecological environment of surrounding area, comprehensive control of the basin and social economic sustainable development are discussed. And the important significance of corollary reconstruction of largep-sized irrigation districts and their water saving reform upon the reasonable allocation of regional water resources and ecological evironmental development, are described deeply.
