Rainfall in the form of rain cells over the ocean can be imaged by synthetic aperture radar (SAR), which affects the interpretation of SAR images. The analysis and simulations of SAR echo signal of rainfall over the ocean contribute to the understanding of the imaging mechanism of rain cells in SAR image and provide a reference for the quantitative investigation. From the theory of backscattering of the ocean surface, we discuss the imaging mechanism of rain cells in SAR image in detail and simulate the effective normalized radar cross section (ENRCS) of SAR echo of rain cells on the C and X band with multi-polarization based on the mechanism with the model of rain cells. The analysis and simulations reveal the characteristics of SAR echo of rain cells over the ocean on different bands and polarizations roundly, which contributes to the correct interpretation of SAR images and quantitative investigation of rainfall
