刘敞敬畏天命，并且认为除了圣人之外，一般人是不可能知道天命的。刘敞的天命论具有双重性，这种双重性又在为现实政治服务上达成一致。他一方面认为人应当敬畏、接受和顺从天命，难免染上迷信和唯心主义的色彩；另一方面又强调要充分发挥人的主观能动性。这又使得他的天命论中包含着一些唯物主义的成分并闪耀着主体性的光辉。
류창경외천명，병차인위제료골인지외，일반인시불가능지도천명적。류창적천명론구유쌍중성，저충쌍중성우재위현실정치복무상체성일치。타일방면인위인응당경외、접수화순종천명，난면염상미신화유심주의적색채；령일방면우강조요충분발휘인적주관능동성。저우사득타적천명론중포함착일사유물주의적성분병섬요착주체성적광휘。
