西北五省区高校内外部条件较差,但在经济全球化趋势及国内高等教育竞争态势下,高校发展定位及人才培养目标却趋同趋高,而经济社会发展对人才质量及标准方面要求我国西北五省区的高校的发展取向——定位与分层要明确,避免错位发展,并充分发挥学科与专业特色,注重人才知识结构、素质结构和能力结构的培养。

The paper shows that the inside and outside conditions of the five Northwest provinces universities are very poor,but under the condition of economic globalization and domestic competition,the university＇s development orientation and the convergence of training goals are increasingly high.Therefore,the requirements of quality and standards of the five Northwest provinces universities should be clear and avoid dislocation development,while making full use of academic and professional characteristics and focusing on knowledge structure,the quality of the structure and capacities of students.
