中缅油气管道项目工程已经分别在中缅两国开工建设，但由于本项目建设与运营具有特殊性与复杂性，必须在对影响中缅油气管道运输的国际法律框架进行分析的基础上，对中缅油气管道运输的管辖权问题、环境问题、交易结算问题与争议解决等问题从国际法层面进行分析，对项目的平稳运行给予法律制度的保障，并对中国一东盟能源法律合作提供积极和可供借鉴的样板。
