作者结合华北网调远方控制北京十三陵抽水蓄能电厂机组运行的实际情况,叙述了在华北网调现有EMS(CC-2000调度自动化系统)和十三陵抽水蓄能电厂内分层分布式INFI-90控制系统基础上,实现远方控制的技术方案及系统构成。着重阐述了能确保远方控制可靠性的系统开发的基本原则和工程具体实施中应考虑的问题,以及向电网调度员提供安全、可靠、交互式的操作界面等方面的内容。该系统于1999年12月成功地实现了由华北网调EMS直接控制机组的各种运行工况,以及各工况的转换和用闭环自动控制系统调整发电(抽水)出力。

With the instance of remote controlled operation modes of generating sets in Beijing Shisanling pumped storage plant, this paper describes the technical project for remote control of the generating sets and the architecture of control system based on the existing EMS (CC-2000 dispatching automation system) of North China Power Network Dispatching Centre and the distributed INFI-90 control system for Shisanling pumped storage plant. The basic principle, by which the reliability of the remote control can be ensured, for the development of the control system and the problems having to be considered in the implementation of the project are emphatically expounded. It is also presented to offer a secure, reliable and interactive operation interface for the power network dispatchers. With this control software, direct remote-controlling of various operation modes of the generating sets was successfully implemented, using the EMS of North China Power Network Dispatching Centre, and at the same time, the transform among operation modes and the regulation of power generation and water pumping by closed loop automatic control system were also realized.
