    The paperis putting forward the concept of "Virtual Constellation",analyzing the feasibility of building Virtual Constellation based on three aspects:the resource advantages of commercial satellites,the parameters differences of satellites and the characteristic differences of sensors Based on the teat of LANDSAT-7 and SPOT5,the operability of building the virtual constellation is verified.
