　　国家人权机构与国家行政机关的关系是洞察国家人权机构在国家政权结构中的地位和作用的重要窗口。在实践中，部分国家人权机构由行政机关发起设立或成为其内设部门，对国家行政机关的行政行为发挥作用。总体来看，国家人权机构的工作是对国家行政机关人权保护工作的补充，这种补充在很大程度上是通过对国家行政机关的人权保护工作实施监督来实现的。
