日本和中国台湾以社区营造的理念发展乡村旅游，将繁荣建设乡村与发展旅游业有机融合，走出了一条良性循环的发展道路，值得借鉴。本文认为，建立具有旅游吸引力的城乡社区在于尊重、挖掘并发扬多样性，设计上融入体验经济的元素，发展力量以政府为主导，依靠和培育当地的社会组织，发动社区民众参与，实现和谐共生。政府可通过目的地营销，与专家学者合作教育培训原住民，为社区营造注入发展的动力。

Japan and Taiwan have succeeded in integrating tourism development into rural construction under the guidance of the community-establishment concept. This paper argues that an attractive community lies in recognizing, respecting and advancing diversity and incorporating the element of experience economy. The es- tablishment of such a community requires the guidance of the government, cooperation of the local non-governmental organizations and the involvement of the local people. The government is supposed to promote rural tourism by helping with the marketing, and providing professional training for the natives.
