近代中国的社会进程中，甲午海战成为了中日文化交流的分水岭。在“以强敌为师”的旗帜下，中国国内掀起了近代游学日本的高潮。作为清末留日的先驱，戢冀翬在海内外践行革命，并与革命同道积极创设多种革命报刊，成功实现了自己从留学日本的先驱向近代中国民主革命者的转变，为近代中国社会的发展作出了自己的贡献。

During the course of Chinese modem times, the Sino-Japanese War marked a watershed in the cultural exchange between China and Japan. Under the banner of ＂Taking the Powerful Enemy as a Teacher＂, the trend to study in Japan climaxed inside China. As a forerunner of overseas study in Japan, JI Jihui pursued revolntion both home and abroad, zealously founded revolutionary journal and newspaper in collaboration with like-minded comrades, and successfully transformed himself from the pioneer of studying in Japan into a democratic revolutionary of Chinese modern times, consequently devoting himself to the development of modem Chinese society.
