BOT模式是最近几年才在黑龙江省发展起来的一种主要用于公共基础设施建设的项目融资模式，为大型基础设施项目的融资提供了新的途径，对于投资大、回收期长的高速公路项目具有很强的吸引力，并随着其融资结构的不断改善，在其适应性和发展上表现出无限的潜力。通过对BOT融资模式在黑龙江省高速公路建设上的应用情况进行分析，找出存在的问题并提出对策。为进一步完善黑龙江省高速公路建设的多元化投融资体制，缓解高速公路建设资金紧张的局面模式提供参考。

BOT mode is a mainly public infrastructure construction project financing model in HeiLongJiang recently,which provides a new financing way for a large - scale infrastructure project , it has great attraction for large investment and long payoff period highway project , as long as the improvement of its financing structure in its adaptability and development, it expresses huge potential. By analysis on the situation of BOT financing mode works on highway construction in HeiLongJiang, find out the problems and suggest the countermeasures ,and further improve highway construction diversification investment and financing system to ease the situation that lack of the highway construction funds in HeiLongJiang.
